India-Bhutan MoU on Energy Efficiency and Conservation Measures Approved by Cabinet

The Union Cabinet on Wednesday approved the signing of a Memorandum of Understanding (MoU) between India and Bhutan to extend cooperation in the realm of Energy Efficiency and Energy Conservation Measures.

The MoU, to be signed between the Bureau of Energy Efficiency under the Ministry of Power, Government of India, and the Department of Energy under the Ministry of Energy and Natural Resources, Royal Government of Bhutan, aims to bolster energy efficiency initiatives in Bhutan, particularly in the household sector.

As part of this collaboration, India endeavors to support Bhutan in enhancing energy efficiency through the promotion of the star labeling program developed by the Bureau of Energy Efficiency. Additionally, the formulation of building codes tailored to Bhutan’s climatic conditions, drawing from India’s expertise, will be facilitated. The agreement also envisages the creation of a pool of energy professionals in Bhutan through the institutionalization of training programs for energy auditors.

Moreover, the training of retailers will aid in the dissemination of energy-efficient products among consumers, educating them about the savings potential offered by star-rated appliances. India further commits to assisting Bhutan in developing and implementing its Standards and Labeling scheme.

Given the surge in demand for energy-intensive appliances, which significantly contribute to household and commercial energy consumption, optimizing this demand through the preference for high-efficiency appliances is imperative. India’s Star-labeling program, administered by the Bureau of Energy Efficiency, currently covers 37 appliances essential for daily living.

Prepared by the Ministry of Power in consultation with the Ministry of External Affairs (MEA) and the Department for Promotion of Industry and Internal Trade (DPIIT), the MoU facilitates the exchange of information, data, and technical expertise related to Energy Efficiency and conservation between India and Bhutan. It is poised to ensure the availability of energy-efficient products in Bhutan’s market and foster cooperation in energy efficiency research and technology deployment.
