Gurugram Land Deals: Dhingra Panel Revival Unlikely Amid Political and Legal Complication

Will the Haryana government revive the Dhingra panel set up about a decade ago for probing Gurugram Land deals, including those involving Congress president Sonia Gandhi’s son – in – law Robert Vadhera? Certainly not, as a retired IAS officer whose role was controversial is occupying key post in the present government headed by Nayab Singh Moreover several IAS officers close to then CM, Bhupinder Singh Hooda are calling shot’s in the presence of Haryana Government.

Recall that five years back a Division Bench of the Punjab and Haryana High Court has banned the publication of its report holding it invalid as proper procedure was not followed as notice under Section 8 – B of the Commission of Enquiries Act was essential as the report affected ex CM, Bhupinder Singh Hooda’s repute when was not done.

Now a third Judge Justice Anil Khestarpal to whom matter was referred to following difference of opinion within the Division Bench said that report was partially set aside on technical ground following failure to follow the procedure adding that it would not debar the government from ordering its continuation as the purpose for its constitution had not been fulfilled.”

The government shall be at liberty to take a decision for continuation of the Commission, as it may deem fit adding that it shall be open for the commission to continue the proceedings from the stage when notice under section 8 -B of the Commission of Enquiries Act was required to be Tailpiece.

It will be interesting to watch the role of present government amidst report’s that Hooda has urged the Haryana Governor Bandaru Dattatreya for recommending President rule in the State as Nayab Saini led Haryana Government is in minority following withdrawal of support by three independent MLAs.

Gurugram Police has given a clean chit in what is known as Vadhers land deals amidst reports that a leading colonizer had purchased Electoral bonds worth Crores which reportedly led to clean chit. When hue and cry was raised in the media about the shady role of Gurugram Police it hurriedly constituted a Special Investigation team as part of damage control exercise and the said SIT has yet to start working.

Moreover, proximity of Bhupinder Singh Hooda and PM Narender Modi and Union Home Minister Amit Shah is a known fact. Hooda had explicitly stated that he is a friend of Amit Shah. Years back Modi had attended the marriage ceremony of Monu Hooda, Nephew of Bhupinder Singh Hooda which was a clear message to central agencies which were probing his various acts of omissions and commissions.

Hooda is on bail in what is known as Manesar Land Scam. Recently he was interrogated by the Enforcement Directorate.

Recall that firebrand Haryana IAS officer Ashok Khemka has cancelled the mutuation of Gurugram land. About a decade back while addressing a public meeting in Rewari of Haryana Modi at that time NDA declared PM candidate while mentioning Vadhers land deals has thundered that if came to power probe will be ordered in all shady land deals. Ashok Khenka has recently tweeted about slow speed of investigations.
