Cabinet Approves Unified ‘Vigyan Dhara’ Scheme for S&T Enhancement

New Delhi, 25th August. The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the continuation of three existing central sector schemes under a new unified scheme named ‘Vigyan Dhara’ by the Department of Science and Technology (DST).

The approval includes an outlay of ₹10,579.84 crore for the scheme during the 15th Finance Commission period from 2021-22 to 2025-26.

The ‘Vigyan Dhara’ scheme integrates the following three broad components:

  1. Science and Technology (S&T) Institutional and Human Capacity Building
  2. Research and Development
  3. Innovation, Technology Development, and Deployment
The merger aims to enhance fund utilization efficiency and improve synchronization among sub-schemes and programs. The scheme’s primary objective is to strengthen the S&T ecosystem in India by promoting capacity building, research, and innovation.
Under ‘Vigyan Dhara,’ the focus will be on developing well-equipped R&D labs in academic institutions, fostering basic and translational research, and expanding international collaborations.
The scheme also emphasizes building a critical human resource pool, increasing the participation of women in S&T, and promoting innovations at all levels—from schools to startups.

Aligned with the 5-year goals of DST and the vision of Viksit Bharat 2047, ‘Vigyan Dhara’ will support the Anusandhan National Research Foundation (ANRF) and adhere to global standards while meeting national priorities. This unified scheme will consolidate efforts to advance the science and technology landscape of India.
