Tirupati, 15th Sept: The first National Conference of Parliamentary and Legislative Committees on Women Empowerment concluded in Tirupati today with the unanimous adoption of the ‘Tirupati Resolution’, charting a nationwide roadmap to advance women’s education, health, entrepreneurship, and digital inclusion.
Economic Empowerment as Growth Engine
Addressing the valedictory session, Lok Sabha Speaker Om Birla said women’s empowerment is “not only a social imperative but also an economic necessity,” calling it a key pillar in India’s journey toward Viksit Bharat 2047. He stressed that investing in women’s health, education, skills, and entrepreneurship unlocks vast human capital and strengthens India’s socio-economic model.
Gender-Responsive Budgeting
Birla underscored that gender-responsive budgeting must become a mainstream planning tool. He urged the creation of Gender Budget Cells in ministries and state departments, enhanced allocations for healthcare, education, skills, and credit access, and outcome monitoring through gender-disaggregated data—turning budgets into instruments of social justice and inclusive growth.
Bridging the Digital Divide
Calling technology a “new frontier of opportunity,” Birla proposed dedicated digital literacy missions for women, stressing the need to close the digital gap, ensure cyber safety, and boost female participation in STEM fields so women can be “active creators of technology.”
Democracy as a Civilizational Value
Marking the International Day of Democracy, Birla reaffirmed that Indian democracy is “a civilizational value and a way of life,” rooted in equality, dialogue, and participation. He hailed reformers like Savitribai Phule for pioneering women’s education and inspiring contemporary policy.
Tirupati Resolution Roadmap
The Tirupati Resolution commits to:
- Applying a gender lens across all ministries and departments.
- Enhancing allocations for health, education, skills, and entrepreneurship.
- Institutionalizing gender-responsive budgeting at national and state levels.
- Strengthening women’s participation in STEM and digital literacy programmes.
- Ensuring cyber safety and bridging the digital divide.
- Advancing women’s education, dignity, and self-reliance as cornerstones of Viksit Bharat.
Andhra Pradesh Governor S. Abdul Nazeer also addressed the session, which brought together legislators from across the country to share experiences and chart the next steps for women-led national development.
