New Delhi, 26th Dec: Union Home Minister and Minister of Cooperation Amit Shah on Friday inaugurated the Anti-Terrorism Conference 2025 in the national capital, calling on security agencies to remain “two steps ahead of terror” in an evolving technology-driven threat environment.

Organised by the National Investigation Agency (NIA), the two-day conference brought together senior police and intelligence officials from across states and central agencies to assess emerging threats and reinforce India’s counter-terror grid under Prime Minister Narendra Modi’s zero-tolerance policy.

Shah unveiled the updated NIA crime manual, the Organised Crime Network Database and the Lost/Looted and Recovered Weapon Database, directing states to integrate these tools into investigations and prosecution.

Referring to recent counter-terror operations, Shah said India punished the planners of a major attack through Operation Sindoor and neutralised the executors through Operation Mahadev, calling them examples of watertight investigations.

The Home Minister pressed for a uniform ATS structure across all states and urged mandatory use of NATGRID and NIDAAN platforms to strengthen intelligence sharing and uncover invisible terror links.

He also announced that the government is preparing a 360-degree nationwide action plan against organised crime, warning that extortion and ransom networks often become terror-financing channels.

Calling for a unified approach, Shah urged all central agencies and state police to function as ‘Team India’ to build an impenetrable anti-terror grid for the country.
