New Delhi, 18th Dec. Rajya Sabha Secretariat is organizing a two-day Sensitization Programme for media persons covering parliamentary proceedings on 18 and 19 December, 2021 in Parliament House Annexe.
The purpose of the Sensitization Programme is to apprise media persons of the various aspects of the functioning of Parliament.
Harivansh, Deputy Chairman, Rajya Sabha will inaugurate the programme.
Secretary General, Rajya Sabha will deliver the welcome address.
The Sensitization Programme includes lectures by Parliamentarians, former Secretaries General of Rajya Sabha and Lok Sabha and a senior journalist.
The first day of the programme will start with the lecture by Shri Mukul Pande, OSD, Rajya Sabha Secretariat on the topic ‘Basic Parliamentary Procedures and their scope’ followed by a lecture by Dr. V.K Agnihotri, former Secretary-General, Rajya Sabha on the topic ‘Legislative Process: From Inspiration to Implementation’.
K.V. Prasad a senior journalist and former Chairman of Media Advisory Committee of Rajya sabha will speak on what to report and what not to report which will cover inter-alia expunction of Parliamentary remarks, Parliamentary privilege, freedom of press etc.
Second day of the programme will begin with the lecture by Bhupender Yadav, Hon’ble Minister of Environment, Forest & Climate Change and Minister of Labour & Employment on the topic ‘Functioning of Indian Parliament-Major Reforms (Committee System).
Thereafter, Swapan Dasgupta, MP will speak on Media and Parliamentary Coverage: Perspective of Members. Dr. T.K. Vishwanathan, former Secretary-General, Lok Sabha will deliver a lecture on the topic ‘Legislation during the British Rule and till 1952’.
