T.C.A. Kalyani Takes Over as Controller General of Accounts
1991-batch ICAS officer becomes 29th CGA; known for reforms in DBT, digital finance, and public sector revival.

New Delhi, 1st Sept: T.C.A. Kalyani, a 1991-batch officer of the Indian Civil Accounts Service (ICAS), today assumed charge as the new Controller General of Accounts (CGA) in the Department of Expenditure, Ministry of Finance. She is the 29th officer to hold this prestigious post.
A Gold Medalist from Lady Shri Ram College, University of Delhi, Ms. Kalyani also holds an M.A. in International Politics and an M. Phil. in West European Studies from Jawaharlal Nehru University. With over three decades of distinguished service, she brings rich experience in public financial management, governance and administration.
During her career, Kalyani has served in several key ministries, including Defence, Telecom, Fertilizers, Finance, Social Justice & Empowerment, Information & Broadcasting, and Home Affairs. She has been at the forefront of promoting transparency and efficiency in government service delivery through technology. Her leadership was instrumental in rolling out the Direct Benefit Transfer (DBT) scheme for fertilizer subsidies to farmers.
At MTNL, she drove digital transformation with online bill payments and kiosks, while at the Fertilizer Corporation of India Limited, she played a role in its revival. Most recently, as Principal Chief Controller of Accounts (Pr. CCA) in the Ministry of Home Affairs, she supervised the accounting and budgeting of one of the largest central ministries.
With her proven track record, Kalyani is expected to further strengthen India’s public financial management systems and introduce innovations to enhance transparency and efficiency in government accounting.
