Jaipur, 1st Aug: The Rajasthan government has constituted a new State Finance Commission, appointing former minister and BJP leader Arun Chaturvedi as its Chairman and retired IAS officer Naresh Kumar Thakral as the Member Secretary.

The commission, established under the provisions of the Constitution, will review the financial position of Panchayats and Municipalities across the state.

According to a notification from the Rajasthan Finance Department, the Chairman and Member Secretary will hold office for a period of one and a half years. The commission’s primary mandate is to make recommendations on the principles governing the distribution of state taxes, duties, tolls, and fees between the state government and the local bodies.

The commission is also tasked with recommending measures to improve the financial position of these local bodies and suggesting the amount of grants-in-aid they should receive from the Consolidated Fund of the State.

In making its recommendations, the commission will consider the state’s overall financial resources, past collection trends of local governments, and the adjustments of grants from the 16th Finance Commission.

The report, which will cover a five-year period starting from April 1, 2025, must be submitted before the end of the commission’s term. The commission is instructed to use the 2011 census population data as a factor for determining the devolution of funds and grants-in-aid.
