At IIPA AGM, Vice-President urges ethical, tech-driven and citizen-centric governance

New Delhi, 31st Oct: Vice-President of India and President of the Indian Institute of Public Administration (IIPA), C.P. Radhakrishnan, presided over the 71st Annual General Body Meeting (AGM) of IIPA in New Delhi on Rashtriya Ekta Diwas. Union Minister and IIPA Chairman, Dr. Jitendra Singh, was also present at the meeting.

Presiding for the first time as IIPA President, Radhakrishnan paid tribute to Sardar Vallabhbhai Patel for his role in India’s unification and the establishment of the All India Civil Services. He urged civil servants to embrace Seva Bhav (spirit of service) and Kartavya Bodh (sense of duty) for ensuring citizen-centric governance aligned with the Prime Minister’s vision of “Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas.”

Highlighting a paradigm shift from rule-based to role-based administration, the Vice-President stressed reclaiming India’s ancient wisdom to strengthen ethical governance. He called for in-depth research on traditional Indian ethical frameworks to enrich the moral fabric of public administration.

Radhakrishnan emphasized harnessing emerging technologies such as Artificial Intelligence (AI), Machine Learning (ML), and Natural Language Processing (NLP) to enhance policymaking, execution, and public service delivery. Commending the use of digital innovations, he cited CPGRAMS, the Ideal Train Profile project, and the Bhashini multilingual platform as examples of tech-driven governance efficiency.

Underlining IIPA’s growing national footprint, the Vice-President noted that in 2024–25, the institute completed 24 research projects and 162 training programmes, benefitting nearly 10,000 officials across central, state, and defence sectors. IIPA also expanded its outreach to district-level officers and private sector professionals, with over 12,000 members now enrolled nationwide.

During the event, Radhakrishnan conferred the Paul H. Appleby Award 2025 to Meenakshi Hooja, IAS (Retd.), for distinguished service to IIPA and the field of Public Administration, and the Dr. Rajendra Prasad Award for Academic Excellence 2025 to Prof. Prakash C. Sarangi, former Vice-Chancellor of Ravenshaw University, Cuttack.
