New Delhi, 7th Sep: Union Minister for Communications and Development of North Eastern Region, Jyotiraditya M. Scindia, will attend the 28th Universal Postal Congress (UPC) in Dubai on September 8, 2025.

The Universal Postal Congress, convened every four years, is the top decision-making body of the Universal Postal Union (UPU) – the UN’s second-oldest intergovernmental agency founded in 1874. Headquartered in Bern, Switzerland, the UPU sets rules for global mail exchange and coordinates cooperation in postal, parcel, and financial services across 192 member states.

The Dubai session will be a landmark gathering as countries deliberate on the UPU’s Strategy and Business Plan (2026–2029), with a focus on digital transformation, resilience, and modernization of postal networks in a changing global economy.

As one of UPU’s most active members, India’s Department of Posts contributes significantly to standardizing international postal rules, advancing logistics, and modernizing services. Minister Scindia is also scheduled to hold bilateral meetings with counterparts to strengthen international cooperation and promote India’s postal and logistics interests globally.
