New Delhi, 30th Oct: Lok Sabha Speaker Om Birla emphasized that the rule of law, backed by effective enforcement, is fundamental to India’s economic growth and critical for achieving the vision of Viksit Bharat 2047.
He was addressing IPS officer trainees of the 77 RR Batch at the inauguration of a two-day Appreciation Course organized by the Parliamentary Research and Training Institute for Democracies (PRIDE) in New Delhi.
Birla highlighted that the laws and policies framed by the legislature can only yield results when implemented efficiently by civil servants. He urged the young officers to let the spirit of the Constitution guide their actions and conduct, reflecting the ideals of service and integrity exemplified by Dr. B.R. Ambedkar.
Giving the mantra of Sewa (service) and Samarpan (dedication), the Lok Sabha Speaker called upon the officers to perform their duties with sincerity and a genuine sense of responsibility rather than obligation. “Officers who act with honesty, dedication, and patriotism earn the trust and respect of the people,” he remarked.
Emphasizing the constitutional values of liberty, equality, and fraternity, Shri Birla said IPS officers must prioritize justice for the most vulnerable and ensure fairness in enforcement. He underlined the importance of police maintaining close contact with the communities they serve to ensure effective policing and the rule of law.
The Speaker also praised the growing number of women officers in the IPS, citing their empathy and sensitivity as strengths that enhance policing effectiveness. He urged officers to stay technically equipped to handle emerging challenges such as cybercrime, organized crime, and disaster management.
Birla advised trainees to study the newly enacted criminal codes thoroughly to grasp both their intent and implementation. He also encouraged adopting a global outlook in tackling transnational threats while upholding justice and the protection of the innocent.
