RS to Debate Manipur President’s Rule, Key Maritime Bill

Upper House Set for Crucial Legislative Business on Eleventh Day of Monsoon Session.

New Delhi, 31st July: The Rajya Sabha is scheduled to take up significant legislative and procedural business today, on the eleventh day of the Monsoon Session of Parliament. Key items on the agenda include a statutory resolution seeking the extension of President’s Rule in Manipur and the consideration of the Carriage of Goods by Sea Bill, 2025.

Union Home Minister Amit Shah is slated to move a resolution seeking approval for the continuance of President’s Rule in Manipur for a further period of six months, effective from August 13, 2025. This proclamation, issued under Article 356 of the Constitution, was originally enacted on February 13, 2025. The extension of President’s Rule in Manipur has been a subject of intense political discussion, particularly given the ongoing situation in the state.

Following this, Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal will move the Carriage of Goods by Sea Bill, 2025, for consideration and passage in the Upper House. This Bill, already passed by the Lok Sabha, aims to establish the responsibilities, liabilities, rights, and immunities of carriers involved in the carriage of goods by sea, along with related matters, modernizing an almost century-old law.

Additionally, Minister of State Dr. L. Murugan is scheduled to move a motion for the election of ten Rajya Sabha members to the Committee on the Welfare of Other Backward Classes (OBCs) for a one-year term.

Several Union Ministers, including Dr. Jitendra Singh, Chandra Sekhar Pemmasani, and Shobha Karandlaje, are expected to present statements on the implementation status of recommendations from various Parliamentary Committees across departments like Posts, Telecommunications, Labour, and Personnel. Dr. Dinesh Sharma and S. Selvaganabathy will also table multiple reports from the Department-related Parliamentary Standing Committee on Finance, detailing government action on recommendations concerning the 2024-25 Demands for Grants for key ministries, including Finance, Corporate Affairs, Planning, and Statistics.

Despite heated exchanges and adjournments witnessed during the initial days of the Monsoon Session, both Houses of Parliament are anticipated to proceed with this crucial legislative business today. The session is scheduled to conclude on August 21.
