New Delhi, 19th Dec: President of India Droupadi Murmu on Friday inaugurated the National Conference for the Chairpersons of Public Service Commissions in Hyderabad, calling on constitutional bodies to go beyond equality of opportunity and strive towards achieving equality of outcomes in public employment.

Addressing the conference, organised by the Telangana Public Service Commission, the President said the Constitution makers devoted an entire part of the Constitution to Services and Public Service Commissions, underlining their critical role in governance at both Union and state levels.

She said the constitutional ideals of social, economic and political justice, along with equality of status and opportunity, are central to the functioning of Public Service Commissions. Referring to the Preamble, Fundamental Rights and Directive Principles, the President said these provide a clear roadmap for PSCs to act as change agents promoting equity and inclusion.

Highlighting the role of civil servants as the “permanent executive,” President Murmu said impartiality, continuity and stability in governance depend on the integrity, sensitivity and competence of those recruited through Public Service Commissions. She stressed that honesty and integrity must be accorded the highest priority in recruitment and described them as “paramount and non-negotiable.”

“While gaps in skills and competencies can be addressed through training and learning interventions, lack of integrity can lead to grave challenges that may be impossible to overcome,” she said.

The President also emphasised that young aspirants entering civil services should have a strong inclination to serve marginalised and vulnerable sections of society. She urged Public Service Commissions to prioritise gender sensitisation and ensure civil servants are responsive to the needs and aspirations of women.

Noting that India is the world’s fastest-growing major economy and is moving towards the goal of becoming a developed nation by 2047, President Murmu said effective governance systems at all levels are essential. She expressed confidence that Public Service Commissions would continue to play a key role in building a future-ready and values-driven civil service.
