Nitish Kumar, the Chief Minister, directly targeted Rahul Gandhi. He claimed that we conducted the caste census and are making false claims to take credit for it. Currently, Rahul Gandhi’s Bharat Jodo Nyay Yatra is underway. During the visit, Rahul expressed the need for a national caste census and stated that the backward classes in Bihar are not being treated fairly. Nitish Kumar retaliated.

Following this, RJD and Congress applied pressure to complete this work. Rahul had previously declared that the Indi alliance would carry out a nationwide caste census if it were to win power.
Prior to this, in 2023, the Bihar government led by Nitish Kumar disclosed the findings of a caste survey, which showed that 63% of the state’s over 130 million inhabitants belonged to castes that included members of the Other Backward Class (OBC) and Extremely Backward Class (EBC) categories. Scheduled Castes made up 19.65 percent of the total, while the “Unreserved” or “General” category made up 15.52 percent.
As per the survey, the population of Bihar is composed of 81.99 percent Hindus and 17.7 percent Muslims. Development Commissioner Vivek Singh of Bihar released the data, which politicians from the backward castes have been demanding for decades. He justified the release by pointing out that there is an empirical gap in the caste enumeration, with the 1931 census being the last thorough caste headcount. The Mandal recommendations for job reservation, which were presented in 1980, estimated the percentage of the backward class at 52% by extrapolating the data from the 1931 census. According to the survey, Yadavs, the OBC group, made up the largest proportion of the population, accounting for 14.27%. Upper castes included Brahmins (3.65%), Bhumihars (2.86%), Rajputs (3.45%), Koeris (Kushwahas) (4.2%), and Kurmis (2.87%).
The Muslim population has also been found to be 17.7% (compared to 16.86% in the 2011 census), exposing the lie propagated by Sanghi propaganda about infiltration by Bangladeshi Muslims. The Mandal Commission estimated OBCs at 52%, which has since increased by more than 10%, demonstrating the need for new thinking on the issue. The state Cabinet approved a caste survey in June 2022, allocating Rs 500 crore for the massive exercise.
