New Delhi, 15th July: The Monsoon Session of Parliament, scheduled from July 21 to August 21, is expected to witness heated exchanges as the government gears up to introduce eight new bills and possibly extend President’s Rule in Manipur, according to sources. With 21 sittings and a recess between August 12–18, the session is poised to become a battleground between the BJP-led NDA and the Congress-led INDIA bloc.
Highlights of the Session:
- Manipur Resolution: A proposal to extend President’s Rule in violence-hit Manipur is expected to be tabled.
- Eight New Bills: These include the much-awaited New Income Tax Bill, National Sports Governance Bill, National Anti-Doping (Amendment) Bill, Mines and Minerals (Amendment) Bill, and Land Heritage Sites Bill.
- Pending Bills: At least eight previously introduced bills, including the Indian Ports Bill, are also on the government’s priority list.

- Election Commission’s Voter List Revision in Bihar: The Opposition has questioned the timing of the EC’s special revision, citing concerns ahead of the upcoming Bihar Assembly elections. The issue is currently being heard by the Supreme Court, which has acknowledged the EC’s constitutional role but raised doubts over the timing.
- Cash Scandal Involving Former Judge Yashwant Varma: Parliament may consider impeachment proceedings against the ex-Delhi High Court judge after large sums of cash were discovered at his government bungalow during a fire.
Income Tax Bill Overhaul:
Finance Minister Nirmala Sitharaman will push for the New Income Tax Bill, which seeks to replace the 1961 Act with simplified language and introduce the concept of a single “tax year.” The bill also proposes to scrap outdated provisions such as the fringe benefit tax and aims for implementation from April 1, 2026.
Focus on Sports and Heritage:
The National Sports Governance Bill aims to promote ethical conduct and athlete welfare. Alongside, the Land Heritage Sites and Land Remains Bill will facilitate conservation of geo-heritage sites and promote geo-tourism.
Mineral and Academic Reforms:
The Mines and Minerals Amendment Bill targets efficient recovery of critical minerals and broader exploration scope. The IIM (Amendment) Bill and Jan Vishwas Bill also feature among new legislations aimed at institutional reform and easing compliance.
