Manthan Baithak of Cooperation Ministers to be Held on June 30 in New Delhi

The Ministry of Cooperation is set to organise a Manthan Baithak of Cooperation Ministers from all States and Union Territories on 30th June 2025 at Bharat Mandapam, New Delhi. The high-level meeting will be chaired by Union Home Minister and Minister of Cooperation, Shri Amit Shah, and aims to strengthen the cooperative movement across India.

Cooperation Ministers, Additional Chief Secretaries, Principal Secretaries, and Secretaries from State Cooperation Departments will participate in the event. The Baithak will serve as a platform to review central schemes, evaluate progress, share best practices, and build consensus to realise Prime Minister Narendra Modi’s vision of ‘Sahkar Se Samriddhi’ (Prosperity through Cooperation).

Key agenda items include:

  • Review of the Ministry’s schemes and flagship initiatives.
  • Establishment of 2 lakh new Multi-purpose Primary Agricultural Credit Societies (PACS), dairy and fisheries cooperatives.
  • Deliberation on the World’s Largest Grain Storage Scheme in the cooperative sector to bolster food security and empower farmers.
  • Progress under the Cooperation Among Cooperatives campaign and the International Year of Cooperatives 2025.

The meeting will also assess the role of States in three newly-formed National Multi-State Cooperative Societies:

  • National Cooperative Export Limited (NCEL)
  • National Cooperative Organics Limited (NCOL)
  • Bharatiya Beej Sahkari Samiti Limited (BBSSL)

The Manthan Baithak will discuss India’s dairy transformation under White Revolution 2.0, support price mechanisms for pulse and maize farmers under Atmanirbharta Abhiyan, and digital initiatives like PACS and Registrar Cooperative Society (RCS) office computerisation. The importance of the National Cooperative Database in policymaking will also be emphasised.

Human resource development and capacity building will feature prominently, especially in the context of the newly established Tribhuvan Sahkari University. The financial strengthening of cooperative banks, the Shared Services Entity for StCBs and DCCBs, and the Umbrella Organisation for Urban Cooperative Banks will also be reviewed.

The Manthan Baithak aims to enhance Centre-State cooperation and build a cohesive roadmap for transforming state-level cooperatives into vibrant economic institutions through a spirit of cooperative federalism.
