Mumbai, 25th March: The Maharashtra government has announced plans to formulate a comprehensive policy to regulate social media usage among minors, amid growing concerns over the impact of digital technology on children.
Making the announcement in the State Legislative Assembly, Information Technology Minister Ashish Shelar said the government is adopting a structured approach to address the psychological, physical and educational effects of social media, online gaming and digital content on young users.
A high-level expert task force, constituted on February 2, has been tasked with studying the issue in detail. The panel is examining usage patterns among minors and reviewing both national and global regulatory frameworks. It has been given a three-month deadline to submit its recommendations.
Shelar clarified that the government does not favour a blanket ban on social media or mobile phone use for individuals under 18, stressing the need for a balanced approach. “While digital platforms offer educational opportunities, their unchecked influence requires regulation,” he told the House.
Based on the task force’s findings, the state is likely to consider a range of measures, including age-verification systems, limits on screen time, and reforms to existing information technology regulations. The policy may also integrate digital safety education into school curricula and promote awareness programmes for students, teachers and parents.
The move comes amid a wider national debate on safeguarding children in the digital ecosystem. Discussions at the central level have also highlighted the need for stronger safeguards such as parental controls, safer platform environments and stricter compliance mechanisms.
Other states have also explored similar measures, with proposals such as restricting access for younger users triggering debates over privacy and enforceability.
With this initiative, Maharashtra aims to strike a balance between leveraging digital opportunities and ensuring the safety and well-being of minors in an increasingly connected world.
