LS Speaker Om Birla Urges Political Parties to Uphold Dignity of Legislatures
At CPA Conference in Kohima, Speaker stresses that planned disruptions weaken democracy and calls for climate-resilient growth in the Northeast

Kohima, 10th Nov: Lok Sabha Speaker Om Birla on Monday made a strong appeal to all political parties to uphold the dignity of legislative institutions and ensure smooth and orderly conduct of proceedings. Speaking to media persons on the sidelines of the 22nd Commonwealth Parliamentary Association (CPA) India Region, Zone–III Conference at the Nagaland Legislative Assembly, Birla warned that planned disruptions weaken democracy and deprive citizens of meaningful deliberation.
Referring to the upcoming Winter Session of Parliament, which begins on December 1, the Speaker urged parties to engage in constructive debate, stating that “democracy provides ample space for dialogue and dissent through peaceful and informed discussions.”
In his inaugural address at the CPA Conference, Birla said legislatures must play a pivotal role in turning public opinion into policy. He noted that elected representatives are not merely lawmakers but custodians of people’s aspirations. “True progress happens when citizens are directly involved in the democratic process,” he said, stressing that active public participation leads to transparent and welfare-oriented policymaking.
The Speaker highlighted that this year’s CPA Conference theme — “Policy, Progress, and Citizens: Legislature as Catalysts of Change” — reflects the need for legislatures to become more accountable, empowered, and citizen-centric.
Praising the digital transformation taking place in Northeastern legislatures, Birla said most Houses have shifted to paperless systems, improving transparency and efficiency. He lauded the Nagaland Legislative Assembly for becoming a fully digital legislature, calling it a “pioneering model of good governance.” However, he cautioned against the misuse of emerging technologies like Artificial Intelligence, urging lawmakers to ensure AI is used ethically and responsibly to strengthen democracy.
On the development of the Northeastern region, the Lok Sabha Speaker emphasized the importance of integrating climate resilience, green infrastructure, and active community participation into policy frameworks. He noted that sustainable growth requires tailored strategies that account for the region’s unique geography and ecological sensitivity.
Birla said that stronger Centre–State cooperation is crucial for effective governance and policy success, adding that constructive dialogue between both levels of government enhances inclusivity and responsiveness. He cited progress in infrastructure, connectivity, and public service delivery across the Northeast as examples of effective coordination.
Highlighting Prime Minister Narendra Modi’s vision of a self-reliant India, the Speaker said all Northeastern states are partners in the nation’s growth and a vital pivot in the Act East Policy. He encouraged legislatures to frame policies that promote local industries, traditional crafts, and entrepreneurship to create jobs and drive Atmanirbhar Bharat.
Birla expressed confidence that the two-day conference will produce actionable recommendations to strengthen democratic institutions and build greater public trust in governance. He also extended greetings to the people of Nagaland ahead of the upcoming Hornbill Festival, calling it a “global celebration of the region’s culture, resilience, and community spirit.”
Chief Minister of Nagaland Dr. Neiphiu Rio, Rajya Sabha Deputy Chairman Shri Harivansh, Nagaland Speaker Shri Sharingain Longkümer, and Parliamentary Affairs Minister Shri K.G. Kenye also addressed the gathering. Legislatures from seven of the eight Northeastern states participated, with a total of 12 presiding officers — seven Speakers and five Deputy Speakers — attending the conference.
