New Delhi, 20th Jan. The Delhi Lieutenant Governor, V K Saxena, has directed the registration of an FIR against an IAS officer and recommended disciplinary action to the Ministry of Home Affairs. The officer is accused of pressuring his subordinate to collect money from liquor vendors during the years 2015-2016.
Officials confirmed on Friday that an audio recording of the accused officer, who served as the senior general manager of the Delhi State Civil Supplies Corporation (DSCSC) at the time, has been verified by the Forensics Science Laboratory (FLS), establishing his involvement.
Talwade, in response, told PTI that the charges against him were “baseless and without any truth.” The complaint alleges that during his tenure as senior general manager of the DSCSC, Talwade pressured a retired manager of the corporation to collect more money from liquor vendors.
The complaint, along with an audio clip, was filed by a Noida resident on March 21, 2023, with the Directorate of Vigilance. After a preliminary inquiry, the Directorate of Vigilance identified the two officers involved.
The audio clip was sent to the FSL by the Directorate of Vigilance, following the chief secretary’s instructions. The FSL confirmed the authenticity of the clip. A transcript of the clip revealed that Talwade admitted to receiving Rs 5 lakh from his subordinate.
The matter was then referred to the Delhi government’s Law department, which concluded that it was a suitable case for the registration of an FIR. The officials stated that the information provided was not vague or lacking essential details and related to the commission of a cognizable offense.
The Directorate of Vigilance submitted a proposal to the LG for the registration of an FIR by the Anti Corruption Branch (ACB) and for disciplinary action against the IAS officer. The LG expressed his displeasure over the delay in taking action, despite the presence of “clinching evidence” in the form of the audio clip, according to the officials.
