Land Records Go Digital Across 19 States

Online access to legally valid land documents and faster mortgage verification set to transform credit delivery and property transactions

New Delhi, 2nd Jan: Citizens in 19 states can now download digitally signed and legally valid land records from their homes, while banks in 406 districts have been enabled to verify mortgages online, significantly reducing delays in property-linked credit access, the government said.

The Ministry of Rural Development stated that the Department of Land Resources has achieved near-complete saturation in the core components of land record digitisation, shifting land administration from an “in-line” to an “online” system.

According to the ministry, Computerisation of Record of Rights (RoRs) has been completed in 97.27 per cent of villages across the country, while 97.14 per cent of cadastral maps have been digitised. About 84.89 per cent of villages have successfully linked textual RoRs with spatial cadastral maps.

In urban areas, the National Geospatial Knowledge-based Land Survey of Urban Habitations (NAKSHA) pilot has progressed across 157 Urban Local Bodies. Aerial surveys have been completed in 116 ULBs, covering 5,915 square kilometres, while ground truthing has begun in 72 cities, with 21 achieving full completion.

Under the Scheme for Special Assistance to States for Capital Investment (SASCI) 2025–26, Rs 1,050 crore has been recommended for 24 states and Union Territories that met specific NAKSHA milestones.

The government has also rolled out the Unique Land Parcel Identification Number (ULPIN), a 14-digit geo-coded identifier described as the “Aadhaar for Land”. As of November 2025, ULPIN has been assigned to over 36 crore land parcels across 29 states and UTs.

Property registration has been further streamlined through the National Generic Document Registration System (NGDRS), implemented in 17 states and UTs including Punjab, Maharashtra and Himachal Pradesh. Nearly 89 per cent of Sub-Registrar Offices are now integrated with revenue offices, enabling automatic mutation of land records immediately after registration.

Officials said the reforms are expected to improve transparency, reduce disputes and significantly boost the ease of doing business in the real estate and credit ecosystem.
