India-Sri Lanka Strengthen Bilateral Ties with New Commitments for Development and Regional Security

Prime Minister Narendra Modi and President Anura Kumara Disanayaka of Sri Lanka held comprehensive discussions in New Delhi today during the latter’s State Visit. The leaders reaffirmed the longstanding and deeply rooted cultural, geographical, and people-to-people ties between India and Sri Lanka, emphasizing the strengthening of bilateral relations across multiple sectors.

Key Highlights from the Joint Statement:

Economic and Development Cooperation: President Disanayaka expressed gratitude for India’s unwavering support during Sri Lanka’s economic crisis in 2022. Both leaders committed to continued cooperation in socio-economic development, with a focus on key projects like the Indian Housing Project and renewable energy initiatives. India also pledged further support to Sri Lanka’s development, with India’s assistance playing a critical role in debt restructuring efforts.

Debt Restructuring and Economic Stability: Both leaders discussed the strategic shift from debt-driven models to investment-led partnerships for sustainable economic recovery. India’s role in stabilizing Sri Lanka’s economy through emergency financing and debt restructuring was acknowledged by President Disanayaka, who thanked India for its continued support.

Energy and Connectivity: The leaders underscored the importance of energy security, agreeing to enhance cooperation in solar power, LNG supply, and the development of an offshore wind power project. The resumption of ferry services between India and Sri Lanka and plans for port rehabilitation were also discussed to improve connectivity.

Digitization and Technology: India’s experience in people-centric digitization was highlighted, with discussions on the establishment of similar systems in Sri Lanka. Both leaders agreed to expedite the implementation of Sri Lanka’s unique digital identity project and expand digital financial transactions, including the use of India’s UPI system.

Cultural and Tourism Cooperation: The leaders emphasized the promotion of cultural and tourism ties, with plans to enhance air connectivity and develop tourism infrastructure in Sri Lanka. Efforts to foster academic exchanges and preserve shared cultural heritage were also prioritized.

Defence and Security Cooperation: Both leaders reaffirmed their commitment to strengthening defence and maritime security ties. India’s provision of maritime surveillance support and joint efforts in combating narcotics trafficking were acknowledged. They also agreed to explore a framework agreement on defence cooperation.

Fisheries and Regional Cooperation: The leaders agreed to continue addressing fisheries issues through dialogue and engagement, underscoring the need for sustainable solutions. They also discussed strengthening regional cooperation, particularly in maritime security, with a focus on the Indian Ocean Region. Sri Lanka’s application for BRICS membership was supported by Prime Minister Modi, highlighting the growing collaboration between the two nations in multilateral forums.

Conclusion: The two leaders committed to implementing the discussed measures to elevate the India-Sri Lanka relationship to new heights, benefiting both nations and contributing to regional stability. President Disanayaka extended an invitation to Prime Minister Modi to visit Sri Lanka at the earliest opportunity.
