The agreement was signed by Jyotiraditya Scindia, Minister of Communications, and Frederico de Siqueira Filho, Minister of Communications of Brazil, during the State Visit of Brazilian President Luiz Inácio Lula da Silva to India.
The MoU establishes a structured framework of cooperation between India’s Department of Posts and Brazil’s Ministry of Communications, aimed at strengthening strategic partnership and knowledge exchange in postal operations and policy.
Key Areas of Cooperation
The agreement provides for collaboration in:
- Exchange of best practices in postal policies and operations
- Strengthening Universal Service and addressing systems
- Digital transformation, e-commerce logistics and postal financial services

Officials said the partnership will be implemented through exchange visits, joint workshops, training programmes and structured information-sharing mechanisms.
India will share its experience in large-scale postal reforms, particularly in digital services, e-commerce logistics and citizen-centric public service delivery. The agreement is expected to enhance operational efficiency and financial sustainability of postal systems amid evolving market demands.
The MoU will remain in force for five years, with an automatic renewal provision, and will be implemented in accordance with the laws of both countries.
