GoI Warns Edible Oil Units on VOPPA 2025 Compliance
Department of Food and Public Distribution to conduct inspections and penalize non-compliant manufacturers.

New Delhi, 22nd Oct: The Department of Food and Public Distribution, under the Ministry of Consumer Affairs, Food & Public Distribution, has issued a notification regarding the amended Vegetable Oil Products, Production and Availability (Regulation) Order, 2011, now updated as VOPPA Order, 2025. The move aims to strengthen regulatory oversight and transparency across India’s edible oil sector.
Under the amended order, all edible oil manufacturers, processors, blenders, re-packers, and other stakeholders in the supply chain must register on the National Single Window System and submit monthly production, stock, and availability returns through the designated portal https://www.edibleoilindia.in
The Department emphasized that non-compliance with the amended VOPPA Order will be treated as a violation. Units failing to register or submit monthly returns will face penal action under the VOPPA Order, 2025, and the Collection of Statistics Act, 2008.
To ensure adherence, the Department plans inspection drives and field verification of units failing to comply. These measures are intended to maintain data integrity, enhance transparency, and support India’s national food security objectives.
Industry response has been positive, with many edible oil units already registering and submitting monthly returns, reflecting a commitment to compliance and transparency.
The Department urged all stakeholders to comply promptly, highlighting that adherence to the amended VOPPA Order is critical for informed policy-making, efficient supply chain management, and a robust edible oil ecosystem in India.
