ED Attaches Assets Worth 13 Cr of Conversion Racket Mastermind

Balrampur, 25th Aug: The Enforcement Directorate’s (ED) Lucknow Zonal team has taken major action in a money laundering case, attaching 13 immovable properties valued at approximately ₹13.02 crore. The properties are all located in the Utraula area of Uttar Pradesh’s Balrampur district and were purchased under the name of Neetu Navin Rohra. The case is linked to the mastermind of a religious conversion racket, Chhangur Baba, and his associates.

The ED’s investigation was initiated based on an FIR filed by the Uttar Pradesh Anti-Terrorist Squad (ATS) in Lucknow. The FIR alleged large-scale illegal religious conversions, foreign funding, and activities that posed a threat to national security.

The investigation revealed that Chhangur Baba had established a network operating from the Chand Aulia Dargah in Balrampur. He is accused of using coercion and manipulation to convert individuals, particularly from the Dalit and economically weaker Hindu communities. The ED also uncovered a conspiracy between Chhangur Baba and Navin Rohra, a businessman residing in Dubai.

According to the ED, Rohra’s Dubai-based company, United Marine FZE, received ₹21.08 crore from suspicious sources. These funds were subsequently transferred to India via NRE/NRO accounts and were used to acquire the properties in Utraula in the name of Rohra’s wife, Neetu Rohra.

Both Chhangur Baba and Navin Rohra were previously arrested by the ED on July 28, 2025, and August 4, 2025, respectively, and are currently in judicial custody. The ED has stated that further investigation into the case is ongoing.
