ECI Briefs Observers Ahead of April 9 Polls in 3 States

New Delhi, 1st April: The Election Commission of India on Tuesday briefed Central Observers ahead of the Assembly elections in Assam, Kerala, and Puducherry scheduled for April 9.
Chief Election Commissioner Gyanesh Kumar, along with Election Commissioners Dr. S.S. Sandhu and Dr. Vivek Joshi, chaired a comprehensive review meeting attended by 282 Central Observers and Chief Electoral Officers of the three poll-bound regions via videoconference.
According to official data, a total of 136 observers have been deployed in Assam, 108 in Kerala, and 38 in Puducherry, covering General, Police, and Expenditure monitoring roles.
The Commission directed observers to ensure that elections are conducted in a “festive spirit” while remaining free, fair, and devoid of intimidation, violence, or inducements.
Emphasising strict adherence to the Model Code of Conduct, the ECI instructed prompt action on any violations and asked observers to remain accessible to the public and political stakeholders by widely publicising their contact details.
Observers were also tasked with closely monitoring polling processes, including proper training of polling staff, accurate voter turnout reporting, correct use of indelible ink, and transparent documentation such as Form 17-C.
The Commission further stressed the importance of ensuring minimum facilities at polling stations, including seating arrangements and mobile phone deposit facilities for voters.
Additionally, observers were asked to oversee webcasting arrangements and ensure control rooms are fully functional, with trained personnel capable of identifying and addressing discrepancies in real time.
The briefing forms part of the ECI’s broader efforts to strengthen transparency, accountability, and voter confidence in the upcoming elections.
