New Delhi, 26th Dec: Union Minister Dr. Jitendra Singh on Thursday launched five major digital governance reforms aimed at strengthening transparency, accountability and citizen-centric administration at the National Workshop on Good Governance Practices 2025 in New Delhi.

Addressing senior government अधिकारियों and policymakers on Good Governance Day, observed annually on December 25, Singh said good governance is a daily administrative responsibility rooted in transparency, accountability and citizen-first delivery. He noted that the day marks the birth anniversary of former Prime Minister Atal Bihari Vajpayee, whose vision of people-centric governance has been realised in letter and spirit under Prime Minister Narendra Modi’s leadership.

The first initiative unveiled was a Compendium of Guidelines on Reservation for Ex-Servicemen in Central Government, consolidating all existing instructions into a single reference to ensure clarity and uniform implementation.

The second launch was an AI-powered Recruitment Rules Generator Tool integrated with the RRFAMS portal, designed to simplify recruitment rule formulation, reduce delays and ensure consistency with DoPT guidelines.

The third initiative was the e-HRMS 2.0 mobile application, available on Android and iOS, which integrates service records and HR processes such as promotions, transfers, training and superannuation, reducing paperwork and improving transparency.

The fourth set of reforms introduced new AI-enabled features on the iGOT Karmayogi platform, including AI Sarthi, AI Tutor, structured specialisation programmes and an AI-based capacity building planning tool to enhance training and competency mapping.

The fifth initiative was the Karmayogi Digital Learning Lab 2.0, a next-generation content creation facility using AR/VR, gamification and simulations to develop high-quality digital learning resources for civil servants.

Secretary, Department of Personnel and Training Rachna Shah highlighted nationwide outreach efforts under the Prashasan Gaon Ki Ore campaign, noting its coverage across over 700 districts to strengthen grassroots governance.

Dr. Singh said the reforms reflect a future-oriented approach that leverages technology and strengthens institutions, advancing India’s journey towards responsive and accountable governance.
