Dialogue, Debate and Discussion Pillars of Democracy: VP Radhakrishnan

New Delhi, 7th Oct: Vice-President and Rajya Sabha Chairman C. P. Radhakrishnan chaired his maiden meeting with the Floor Leaders of all political parties in the Upper House on Tuesday, reaffirming his commitment to fostering constructive parliamentary functioning marked by dignity, decorum, and discipline.

Addressing 29 floor leaders, including ministers, Shri Radhakrishnan underscored that “dialogue, deliberation, debate, and discussion are the basic tenets of a parliamentary democracy.” He urged members to effectively utilize instruments such as Zero Hour, Special Mention, and Question Hour to highlight matters of public importance.

Emphasizing the sanctity of parliamentary conduct, the Vice President said the Constitution of India and the Rajya Sabha Rules Book define the “Laxman Rekha” within which discourse must take place. He reiterated his commitment to upholding members’ rights while ensuring the House’s decorum and effectiveness.

“Every day, every hour, every minute, every second of the time in the House should be used to strengthen democracy,” he stated.

During the interaction, the Leader of the House and opposition leaders pledged cooperation for smooth functioning of the Winter Session, while seeking fair opportunities for all parties—especially smaller ones—to raise their concerns. The Vice President assured that their suggestions would be duly considered.

The meeting concluded on a cordial note, with Shri Radhakrishnan describing the forthcoming Winter Session as “an opportunity for collective effort and productive deliberation.”
