Delhi LG Orders Crackdown on Aadhaar Issuance to Illegal Migrants

New Delhi, 11th July: Amid growing security concerns, Delhi Lieutenant Governor VK Saxena has ordered stringent measures to curb the illegal issuance of Aadhaar cards to undocumented migrants in the national capital. The move comes following reports that several illegal immigrants have managed to obtain Aadhaar IDs using false documents.

In a directive issued to the Chief Secretary, Saxena has asked for a comprehensive overhaul of Aadhaar enrolment practices in Delhi within two months. As part of the directive, all departments and municipal bodies must submit a detailed list of Aadhaar enrolment centres across the city by July 15, an official from the L-G’s office confirmed.

The L-G has also directed that all registrars, who are authorised by UIDAI to issue Aadhaar numbers, be transitioned to an in-house enrolment model by September 2025. At present, some departments are operating under an outsourced model, while others continue without adopting the prescribed system, leading to inconsistencies.

The L-G’s office expressed alarm over Aadhaar cards being misused to secure passports, voter IDs, welfare benefits, and even jobs in Delhi. “Such enrolments not only pose a risk to national security but also hurt local employment,” the L-G Secretariat noted in a letter.

Saxena has also ordered monthly audits of all Aadhaar centres, which will be overseen by the divisional commissioner, to detect irregularities and ensure full compliance with UIDAI guidelines—especially concerning documentation requirements for different age groups.

The letter emphasized that Aadhaar enrolment is not a routine task but a highly sensitive exercise with deep implications for national security and welfare access.

The L-G also pointed out that the UIDAI had directed all state governments in 2022 to switch to in-house Aadhaar registration by March 2023, but Delhi has failed to implement this mandate.

Officials added that some departments had floated tenders for Aadhaar equipment procurement, while others relied on outsourced agencies, further exacerbating inconsistencies across the system.
