New Delhi, 22nd Nov: The investigation into the October 11 blast near Red Fort has exposed a sweeping terror conspiracy involving Jaish-linked operatives preparing serial bombings across major Indian cities, sources said.

At least 13 people were killed after an i20 car exploded in what is now believed to be a panic detonation, triggered before the group could execute a larger planned attack.

According to sources, Dr. Muzammil Shakeel, an associate of suicide bomber Umar Mohammad, confessed during questioning by the National Investigation Agency (NIA) that the plot had been underway since 2023. Over the past two years, he allegedly procured explosives, remotes and bomb-making materials.

Investigators say Muzammil purchased urea and ammonium nitrate, along with 26 quintals of NPK fertiliser for ₹3 lakh from Gurugram and Nuh in Haryana. Electronic components were bought from Faridabad, and a deep freezer was used to preserve chemical stability. A flour mill used to grind urea for explosive processing has also been seized.

Umar handled the fertiliser processing and sourced volatile substances required for the blast. Both worked together at Al-Falah University, Faridabad, now under probe for alleged financial irregularities.

Self-Funded Terror Network
The module reportedly raised ₹26 lakh in cash to buy materials. Umar contributed ₹2 lakh, Muzammil ₹5 lakh, while other accused Adil Rather (₹8 lakh), Muzaffar Rather (₹6 lakh) and Shaeen Saeed (₹5 lakh) pooled the rest.

A dispute over finances between Umar and Muzammil at the campus also surfaced. Umar later handed over his Red EcoSport car, now recovered from Faridabad.

Foreign Handlers and Arms Purchase
Muzammil reportedly bought an AK-47 rifle for ₹6.5 lakh, recovered from Adil Rather’s locker. He identified handlers Mansoor (his) and Hashim (Umar’s), acting under a senior named Ibrahim, believed to be directing the cell.

Three accused — Muzammil, Adil and Muzaffar — travelled to Turkey on the instructions of Okasa, linked to Tehrik-e-Taliban Pakistan (TTP), and attempted to enter Afghanistan. Communication through encrypted channels like Telegram is under scrutiny.

Internet Training and Global Links
Umar is believed to have learned bomb-making techniques from online literature and videos.

Officials believe the findings indicate a multi-location blast conspiracy, with the group planning to trigger simultaneous explosions at several high-footfall areas.

While Umar died in the car explosion, the remaining accused are in custody and are being interrogated as agencies track deeper foreign links and local radicalisation channels.
