CM Rekha Gupta Announces ₹11,000 Cr Water Bill Waiver for Delhiites

In a major announcement bringing relief to Delhi residents, Chief Minister Rekha Gupta on Tuesday declared a complete waiver of late payment surcharges (LPSC) on domestic water bills amounting to over ₹11,000 crore till January 31, 2026.

Addressing a press conference, Gupta said the waiver was part of the government’s effort to reduce the financial burden on citizens and regularise pending water dues.

“The government is waiving off ₹11,000 crore in surcharge on water bills. The LPSC waiver will be 100% till January 31, 2026. After that, we will not extend this benefit. From February 1 till March 31 next year, the LPSC waiver will be 70%,” Gupta said.

The chief minister also announced a sharp reduction in the charges for converting illegal water connections to legal ones — from ₹25,000 to ₹1,000 for domestic users, and from ₹61,000 to ₹5,000 for non-domestic consumers.

According to officials, Delhi has 29 lakh unauthorised water connections, and the Delhi Jal Board’s total pending water bill collection stands at ₹87,589 crore, of which ₹80,463 crore (91%) comprises late payment surcharges.

The waiver scheme aims to improve compliance and revenue recovery while ensuring water accessibility for all citizens.
