Centre Seeks Public Feedback on Pesticides Management Bill 2025

New Delhi, 7th Jan: The Government of India has invited public comments and suggestions on the Draft Pesticides Management Bill, 2025, which is proposed to replace the Insecticides Act, 1968 and the Insecticides Rules, 1971.

Prepared by the Department of Agriculture and Farmers Welfare under the Ministry of Agriculture and Farmers Welfare, the new Bill is aimed at ensuring the supply of quality pesticides to farmers while promoting ease of living and ease of doing business.

The draft legislation introduces transparency and traceability mechanisms to provide better services to farmers and proposes technology-driven and digital processes to streamline regulatory procedures. It also предусматривает stricter controls on spurious pesticides through higher penalties, along with provisions for compounding of offences to deter violations. State-level authorities will define enhanced penalties under the proposed framework.

The Bill also provides for mandatory accreditation of pesticide testing laboratories to ensure that only quality products reach farmers, and includes amendments to strengthen administrative control and management of pesticides.

As part of the pre-legislative consultation process, the draft Bill has been uploaded on the Ministry’s website, and stakeholders and members of the public have been invited to submit comments and suggestions by February 4, 2026, via the designated email channels.

The government has said that all feedback received within the stipulated time will be considered before finalising the Bill.
