New Delhi, 13th Nov: The Government of India has invited public comments on the Draft Seeds Bill, 2025, prepared by the Department of Agriculture & Farmers Welfare (DA&FW) under the Ministry of Agriculture & Farmers Welfare. The new Bill seeks to align India’s seed laws with current agricultural and regulatory needs, replacing the Seeds Act, 1966 and Seeds (Control) Order, 1983.
The proposed legislation focuses on regulating the quality of seeds and planting materials to ensure farmers’ access to superior varieties at affordable prices. It also seeks to protect farmers from losses due to substandard or spurious seeds while liberalising seed imports to encourage innovation and global competitiveness.
To improve business operations, the draft Bill proposes decriminalisation of minor offences, thereby reducing compliance burden and promoting the Ease of Doing Business, without compromising on penalties for major violations.
The draft Bill and feedback format are available on the Ministry’s official website https://agriwelfare.gov.in. Stakeholders and members of the public have been invited to share their comments and suggestions by December 11, 2025, via email to jsseeds-agri@gov.in.
