Cabinet Approves One Nation One Subscription for Wider Access to Scholarly Research

The Union Cabinet on Monday approved the One Nation One Subscription (ONOS) scheme, which will provide nationwide access to international scholarly research articles and journal publications. This initiative is part of the government’s broader efforts to enhance research and development, aligning with the vision of Atmanirbhar Bharat and Viksit Bharat@2047.

Announced as a key step towards fostering a research culture in India, the ONOS scheme aims to benefit nearly 1.8 crore students, faculty, researchers, and scientists in government-run higher education institutions and R&D centers. A total of 30 major international journal publishers, offering almost 13,000 e-journals, will be included under the scheme.

The initiative will be administered through a user-friendly, digital platform coordinated by the Information and Library Network (INFLIBNET), an autonomous center under the University Grants Commission (UGC). This digital process will allow seamless access to high-impact research articles and journals, benefiting more than 6,300 institutions across the country, including those in tier-2 and tier-3 cities.

With an allocation of ₹6,000 crore for the years 2025 to 2027, the ONOS scheme is poised to strengthen India’s position in the global research ecosystem. It also complements the Anusandhan National Research Foundation (ANRF) initiative and supports the goals outlined in the National Education Policy (NEP) 2020.

The scheme will further democratize access to world-class research, encouraging both core and interdisciplinary research. The Department of Higher Education (DHE) will manage a unified portal to streamline access for all eligible institutions. Additionally, Information, Education, and Communication (IEC) campaigns will be conducted across institutions to ensure maximum utilization of the scheme.

This initiative is in line with India’s commitment to becoming a global research hub and is expected to significantly boost research output, innovation, and academic excellence in the country.
