New Delhi, October 6:The Election Commission of India (ECI) on Monday released the schedule for the Bihar Assembly Elections 2025, with a new range of reforms targeting greater transparency, efficiency, and voter convenience. The polls will be held in two phases — November 6 and November 11, and the counting of votes will be on November 14.
Chief Election Commissioner Gyanesh Kumar released a number of new initiatives that the ECI said will make voting more efficient and transparent, particularly among the youth and first-time voters. Bihar has approximately two-thirds of its electors under 35 years of age, and close to 14 lakh voters will be voting for the first time in this election.
Large Reforms in Bihar Election 2025 Mobile Phone Facility for Voters
In an unprecedented step, the voters will be permitted to leave their mobile phones outside the polling booth in a special area and pick them up after casting their vote. The new system is regarded as a facility for the young voters who bring phones to the polling booths.
Modified Voter Information Slip
Election Commission has re-designed the voter information slip, which will enable the voters to easily identify their booth details and ensure verification of their information.
Direct Contact with BLOs (Booth Level Officers)
For more effective grievance redressal, voters are now able to reach their Booth Level Officers directly using the new ECI Net platform. Bihar alone has more than 90,712 BLOs, and any voter with a grievance can contact them using an STD code of his/her city — e.g., Patna voters can call 06121950.
Introduction of the “ECI Net” App
The Election Commission has also initiated an integrated mobile platform, “ECI Net”, which has brought 40 various applications together in a single interface. The Commission has termed it as the “Mother of all apps”, providing all election services at one point.
Polling and Security Arrangements
CEC Gyanesh Kumar highlighted that the Commission has undertaken 17 significant steps for conducting violence-free, transparent, and inclusive elections.
Each voting booth will have at most 1,200 voters so that they can vote quickly.
All the polling stations will be on the ground floor, thus accessible to old and handicapped voters.
Coloured pictures of the voters will be displayed on EVM screens for easy recognition.
There have been special arrangements made for outlying areas — police patrols will cover 197 polling stations by boat and another 250 stations using horse patrols because of terrain issues.
Fake news and misinformation are also to be strictly monitored by the Commission, with round-the-clock teams being dedicated to monitoring social media activity and online stories that may seek to destabilize the electoral process.
Youth Focus and Transparency
With the youth forming the majority of Bihar’s voting population, the ECI’s reforms appear targeted at boosting participation and trust. Officials claim these measures will help minimize confusion, reduce booth-level irregularities, and speed up the voting process.
The Commission also reminded citizens that names can still be added to the electoral roll until the nomination deadline, encouraging all eligible voters to register before the cut-off date.

The Election Commission has once again emphasized that law and order will be its priority, making it clear that any effort to instigate violence or hamper the process will be dealt with sternly.
With these far-reaching changes — from technological enhancements to voter facilitation programs — Bihar Election 2025 is promising to be India’s most digitally sophisticated and youth-oriented electoral process yet.
