Patna, 6th Jan. The Bihar government will start its caste-based census project on January 7 and expect it to be completed by May 31. The general administration department (GAD) of the government was tasked with conducting the survey in the state. GAD has created a plan for a caste-based survey that will be conducted in two stages.

The government intends to digitally compile data on each family using a mobile phone application. The survey will be conducted using a mobile application that will ask questions about location, caste, number of people in the family, economic situation, and annual income. The enumerators who will participate in the survey have already received the necessary training.

The first phase, beginning on January 7, will begin with the counting of residential houses in Patna. To begin, residential houses in VIP areas, including ministerial and legislative residences, will be counted and numbered. Aside from that, the name of the family’s head and members of the household will be recorded.

The survey’s second phase will run from April 1 to April 30. The enumerators will collect data on people’s caste, sub-caste, and religion during the second phase.

The state government has set a goal of completing the entire caste-based survey process by May 2023.

The responsibility for conducting the survey has been delegated to respective district magistrates, who have been designated as the nodal officer in their districts for this purpose.

The survey will be carried out by employees of the general administration department and district magistrates, as well as subordinate offices of various departments at the village, panchayat, and higher levels. GAD will also enlist the assistance of ‘Jeevika didis’ and Anganbadi workers.

GAD will also count Bihar residents who are out of the state or country at the time of the survey.

The state government is expected to spend Rs 500 crore from its contingency fund on the survey. Previously, in June 2022, it was decided to complete the project by February 2023, but the deadline for completing the survey was later extended by three months, to May 2023.
