New Delhi, 18th March: The Union Cabinet, chaired by Prime Minister Narendra Modi, on Wednesday approved the Bharat Audyogik Vikas Yojna (BHAVYA), a ₹33,660 crore scheme aimed at developing 100 plug-and-play industrial parks across the country.

The ambitious initiative seeks to create world-class industrial infrastructure, accelerate manufacturing growth, and generate large-scale employment, aligning with the government’s vision of a Viksit Bharat and an Atmanirbhar economy.

BHAVYA will build on the success of industrial smart cities developed under the National Industrial Corridor Development Programme (NICDP) and will be implemented in partnership with states and private sector stakeholders.

At its core, the scheme focuses on ease of doing business through streamlined approvals, single-window clearances and investor-friendly reforms. The plug-and-play model will provide pre-approved land, ready infrastructure and integrated services, enabling industries to move swiftly from planning to production.

Under the scheme, industrial parks ranging from 100 to 1,000 acres will be developed with financial assistance of up to ₹1 crore per acre. This will cover core infrastructure such as roads, utilities, drainage and digital systems, along with value-added facilities like factory sheds, testing labs and warehousing. Social infrastructure, including worker housing and support amenities, will also be part of the development.

Additionally, up to 25 per cent support will be extended for external infrastructure to ensure seamless connectivity and integration with existing networks.

The parks will be developed through a challenge-based selection process, ensuring only high-quality, investment-ready proposals are approved.

Designed as future-ready ecosystems, these industrial parks will align with PM GatiShakti principles, offering multimodal connectivity and efficient logistics. They will also incorporate green energy solutions and underground utility corridors to create sustainable, maintenance-friendly environments.

The government expects BHAVYA to drive substantial direct and indirect employment across manufacturing, logistics and services sectors. The scheme will be implemented across all states and Union Territories, promoting regional industrialisation and strengthening domestic supply chains.

Primary beneficiaries will include manufacturing units, MSMEs, startups and global investors, while secondary benefits will extend to workers, logistics providers and local communities.

The initiative will be spearheaded by the National Industrial Corridor Development Corporation Limited under the Department for Promotion of Industry and Internal Trade, which is already implementing industrial corridor projects across multiple states.

The approval of BHAVYA marks a major step in enhancing India’s manufacturing capabilities, boosting exports and building a resilient and globally competitive economy.
