NHRC Orders Nationwide Crackdown on Fake ‘Human Rights’ Bodies

States told to act against NGOs misusing Commission’s name and logo within two weeks

New Delhi, 19th Feb: The National Human Rights Commission has taken suo motu cognisance of the misuse of its name and logo by certain non-governmental organisations registered under deceptively similar titles.

The Commission said it has been receiving complaints alleging human rights violations from across the country. During scrutiny, it observed that several NGOs have adopted names closely resembling that of the statutory body, potentially misleading the public.

In a recent case, an organisation registered as “National Human Rights Council (NHRC)” reportedly with the Government of NCT of Delhi in 2022 was found using publicity material claiming registration with various central agencies. A visiting card linked to the body also carried the designation “State Chairman, Karnataka”, raising further concerns.

The Commission noted that such deceptive nomenclature creates confusion and may give the impression that these entities are either part of, or authorised by, the NHRC. It warned that continuation of such practices could erode public trust, lead to misuse of mandate, possible misappropriation of funds, and create ambiguity for authorities in distinguishing between a statutory body and private organisations.

Despite earlier alerts to concerned authorities, violations have continued, prompting the Commission to act.

Notices have now been issued to Chief Secretaries and Directors General of Police of all States and Union Territories, directing them to identify such NGOs or individuals misusing the Commission’s name and take legal action within two weeks, including cancellation of registrations obtained in violation of norms. Authorities have also been asked to sensitise registering agencies to remain vigilant.

Additionally, specific reports have been sought from the Chief Secretary and Director General of Police of Karnataka, as well as the Chief Secretary and Commissioner of Police of Delhi, regarding action taken against the NGO operating in Karnataka and registered in Delhi.
