New Delhi, 11th Feb: The National Human Rights Commission (NHRC), India has taken suo motu cognizance of a media report detailing the alleged sexual assault and torture of five children held captive for 18 hours at an under-construction building in DLF Phase 3 area of Gurugram, Haryana.
The children, aged between 11 to 14 years, were reportedly detained by a contractor and his four workers on the suspicion that they were attempting to steal construction material. The victims were reportedly stripped, sexually assaulted and tortured. The perpetrators also allegedly poured petrol over them.
The Commission has observed that the contents of the news report, if true, raise serious issues of violation of human rights of the victim children. Therefore, it has issued a notice to the Commissioner of Police, Gurugram, calling for a detailed report on the matter within two weeks.
According to the media report carried on February 5, 2026, when the children’s mothers reached the spot, they were also made to sit along with them and subjected to humiliation by the perpetrators. The incident came to light when the mother of one of the victims approached the police to register a complaint on February 3, 2026.
The case highlights serious concerns about child safety and the vulnerability of minors in urban areas. The alleged involvement of construction site personnel in the detention and assault of children raises questions about accountability and security measures at such sites. The NHRC’s intervention underscores the gravity of the alleged violations and the need for swift investigation and action against the perpetrators.
The Commission’s notice seeks comprehensive information on the police investigation, action taken against the accused, medical examination of the victims, and measures to ensure their protection and rehabilitation. The case also brings into focus the need for stricter enforcement of child protection laws and greater vigilance to prevent such heinous crimes against minors.
