Student Body Welcomes Objectives but Flags Ambiguities in New UGC Rules

New Delhi, 28th Jan: The Akhil Bharatiya Vidyarthi Parishad (ABVP) on Wednesday welcomed the core objectives of the University Grants Commission’s newly notified UGC (Promotion of Equity in Higher Education Institutions) Regulations, 2026, but stressed the need for greater clarity and balance in the provisions to prevent confusion and misinterpretation.

In a statement, ABVP said that while it supports efforts to promote equity and a positive academic environment, certain provisions and terminology in the regulations have created ambiguity among students, parents and other stakeholders.

The student organisation said that UGC and higher education institutions must uphold the democratic spirit, ensuring equal rights for all citizens and maintaining discrimination-free and equitable campuses.

ABVP said it has consistently worked to promote a harmonious and inclusive academic environment and remains committed to strengthening democratic values on campuses. It added that achieving the vision of Viksit Bharat would require collective efforts across society.

Referring to the matter being sub judice, ABVP urged the UGC to take swift cognisance of the concerns and clarify its position by filing an affidavit in court at the earliest to prevent any divisive situation.

ABVP National General Secretary Dr Virendra Singh Solanki said, “Ensuring harmony and equality on educational campuses is essential, and ABVP has always worked towards this goal. There should be social equality for all sections on campuses, and there is no place for any form of discrimination. However, there are widespread misconceptions regarding this regulation among students, parents and stakeholders. The UGC must engage with all stakeholders and issue immediate clarifications to address these concerns.”

He added that strengthening democratic values and ensuring a discrimination-free environment for all students would require collective efforts from all sections of society.
