New Delhi, 12th Jan: Delhi Legislative Assembly Speaker Vijender Gupta has said that an FIR registered in Punjab on the basis of a video recording of proceedings inside the Delhi Assembly amounts to a serious breach of privilege of the House.

The matter was raised by Rohini MLA Abhay Verma, following which the Speaker clarified that the video in question — linked to Leader of Opposition Atishi — is a recording of Assembly proceedings and therefore the property of the House.

Gupta said any action taken using such a recording, including the registration of an FIR against a minister in Punjab, is a grave matter and constitutes a direct case of breach of privilege against the Jalandhar Police Commissioner.

“The House will take cognisance of this issue and will consider necessary action against the Police Commissioner, Jalandhar, as there has been improper interference with House property,” the Speaker said.

He further stated that terming the recording as “tampered” itself goes against the dignity of the Assembly. The Speaker warned that strict action would be taken against all those involved in the alleged conspiracy related to the misuse of the Assembly recording.

The House has formally taken cognisance of the matter and will proceed as per established legislative procedures, he added.
