New Delhi, 12th Nov: Union Minister Dr. Jitendra Singh on Wednesday underscored the shared commitment of India and Mauritius towards advancing the Blue Economy, calling for deeper collaboration in areas such as fisheries, ocean technologies, and desalination.
Addressing a delegation of senior Mauritian civil servants at the National Centre for Good Governance (NCGG) in New Delhi, Dr. Singh said these sectors represent the “new frontiers of sustainable growth and mutual prosperity” for both maritime nations.
Highlighting India’s progress in marine resource management and ocean-based innovation, the Minister said that India’s experience could significantly aid Mauritius in achieving its development goals. He pointed to successful examples from India’s Deep Ocean Mission and desalination initiatives in the Lakshadweep Islands.
“Water, water everywhere, not enough to drink—this contradiction can be addressed through technology,” said Dr. Singh, adding that India’s desalination plants not only convert seawater into potable water but also generate green energy in the process.
Dr. Singh encouraged Mauritian officials to explore joint projects in marine research, renewable energy, and digital governance, suggesting that institutions from both countries could collaborate on a ten-year blueprint for ocean economy development.
The week-long Capacity Building Programme for Senior Civil Servants of Mauritius, being held from November 10 to 15, is part of a five-year bilateral framework signed in March 2025, under which 500 Mauritian bureaucrats will undergo training in India. The current delegation of 17 officials, representing 14 ministries, is led by Dr. Dhanandjay Kawol, Senior Chief Executive of the Mauritian Ministry of Public Service and Administrative Reforms.
Mauritian participants expressed appreciation for India’s assistance in key governance reforms and infrastructure projects — including the new Forensic Science Laboratory, floating solar energy projects, and digitalisation of education and social security systems.
Emphasising the role of technology in governance, Dr. Jitendra Singh said, “Technology contributes to transparency, and transparency leads to transformation.” He noted that India’s digital transformation journey offers valuable lessons in enhancing accountability and efficiency.
India and Mauritius share longstanding historical and cultural ties, with nearly 70 percent of Mauritians tracing their ancestry to India. Cooperation between the two nations extends across sectors such as infrastructure, education, maritime security, and skill development.
Dr. Singh described the ongoing civil service training initiative as a “fruitful investment in future governance”, aimed at cultivating transparent, efficient, and citizen-centric administrative systems.
As the programme continues, both nations are expected to explore joint ventures in the Blue Economy, renewable energy, and desalination, which the Minister said could “define the next decade of the India–Mauritius partnership.”
