“Culture of Execution Is Key to BSNL’s Growth”: Scindia
At BSNL’s strategic review meet, Union Minister Jyotiraditya Scindia sets ₹27,500 crore annual target, urges circles to focus on Quality of Service

New Delhi, 30th Oct: Union Minister for Communications, Jyotiraditya M. Scindia, chaired the 2nd Strategic Review and Planning Meeting (2025–26) of Bharat Sanchar Nigam Limited (BSNL) in New Delhi today, charting a focused roadmap for sustained profitability, operational excellence, and service quality improvement.
The meeting, attended by Chief General Managers (CGMs) from all 28 BSNL circles, reviewed the company’s financial and operational performance for the first half of FY 2025–26. BSNL reported a revenue of ₹11,134 crore in H1, achieving 93% of its Q2 targets, with a quarterly contribution of ₹5,347 crore. The telecom major is now eyeing an annual run rate of ₹27,500 crore, up from ₹25,000 crore last fiscal.
Commending BSNL’s leadership team for its “historic back-to-back net profits” in FY 2024–25, Scindia described the CGMs as “execution artists,” emphasizing that “everything in life is execution-driven.” He underscored that Quality of Service (QoS) must remain BSNL’s “non-negotiable mantra,” urging officials to track performance metrics like mean repair time, uptime, and customer satisfaction indices daily.
The Minister also directed circles to benchmark BTS and OTL uptime against private competitors and complete all battery and media replacements by December 2025. “We operate in days and hours, not months,” Scindia said, pressing for speed and accountability.
Stressing financial prudence, he declared that no circle should report negative EBITDA, adding, “Every rupee saved adds directly to our bottom line.” Scindia further encouraged diversification, citing the Department of Posts’ upcoming six new product launches in 2026 as a model of innovation and adaptability.
Performance metrics showed steady improvement, with ARPU rising from ₹81 in Q1 to ₹92 in Q2, and revenue per employee averaging ₹9 lakh. Circles in Odisha, Maharashtra, and Haryana were noted for strong performances. Scindia felicitated Karnataka, Haryana, UP (East), Jammu & Kashmir, and Andaman & Nicobar as BSNL’s “five stars,” urging others to emulate their leadership models.
He instructed CGMs to replicate the strategic review framework within their regions and conduct cascading operational meetings to strengthen team execution. “Empower and energise your teams. If they drive it, we become unstoppable,” he said, reiterating that “culture eats strategy.”
The meeting concluded with a collective pledge to sustain BSNL’s profitability streak and deliver world-class telecom services through FY 2025–26 and beyond.
