PM Modi to Roll Out ₹62,000 Cr Youth Push, Bihar in Spotlight

Landmark announcements include PM-SETU for ITI upgradation, Bihar’s revamped student schemes, new Skill University, and NIT Patna campus inauguration.

New Delhi, 3rd Oct: Prime Minister Narendra Modi will launch a series of youth-focused initiatives worth over ₹62,000 crore on October 4 at Vigyan Bhawan, New Delhi. The programme will mark a major push for skilling, education and entrepreneurship, with a special emphasis on Bihar.

The centrepiece of the event will be the launch of PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs), a ₹60,000 crore scheme to upgrade 1,000 government ITIs into industry-driven skill hubs. The project, supported by World Bank and ADB, will follow a hub-and-spoke model and include advanced infrastructure, innovation centres, incubation facilities, and placement services.

The Prime Minister will also inaugurate 1,200 Vocational Skill Labs in Navodaya Vidyalayas and Eklavya Model Residential Schools across 34 states and UTs. These labs will train students in 12 high-demand sectors such as IT, electronics, automotive, agriculture and tourism.

Bihar in Focus
PM Modi will launch Bihar’s revamped Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana, offering ₹1,000 per month for two years to five lakh graduates annually, along with free skill training. He will also roll out the redesigned Student Credit Card Scheme, providing interest-free loans of up to ₹4 lakh.

Additionally, the Bihar Yuva Ayog, a statutory youth commission, will be inaugurated to channelise the state’s young demographic.

The Prime Minister will inaugurate Jan Nayak Karpoori Thakur Skill University and lay foundation stones for academic and research facilities at four universities – Patna University, Bhupendra Narayan Mandal University (Madhepura), Jai Prakash Vishwavidyalaya (Chapra), and Nalanda Open University (Patna). These projects, under PM-USHA, have a total allocation of ₹160 crore and will benefit more than 27,000 students.

At Bihta, PM Modi will dedicate the new NIT Patna campus, housing 6,500 students and featuring advanced facilities like a 5G lab, ISRO-supported Regional Academic Centre for Space, and an Innovation Centre already supporting nine startups.

Additional Announcements
The Prime Minister will also distribute appointment letters to over 4,000 new recruits in Bihar government jobs and transfer ₹450 crore in scholarships via DBT to 25 lakh students of Class 9 and 10.

The initiatives, combining skill development, education and entrepreneurship, are expected to create new opportunities for youth nationwide, while transforming Bihar into a hub of skilled manpower.
