PM Modi Calls for Firm Action Against Terror at SCO Summit

New Delhi, 1st Sept: Prime Minister Narendra Modi participated in the 25th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO), held in Tianjin, China, from August 31 to September 1, 2025. The summit deliberated on SCO’s development strategy, reform of global governance, counter-terrorism, peace and security, economic and financial cooperation, and sustainable development.

Addressing the gathering, PM Modi underlined India’s vision for stronger cooperation within the SCO under three pillars – Security, Connectivity and Opportunity. He reiterated that peace, security, and stability are the foundations of prosperity and called on member nations to take firm, coordinated action against terrorism in all forms.

Expressing gratitude for the solidarity shown by SCO countries after the recent Pahalgam terror attack, the Prime Minister said there must be no double standards in dealing with terrorism. He urged the grouping to hold accountable those countries that perpetrate and support cross-border terrorism, stressing the need to cut off terror financing and prevent radicalization.

Highlighting connectivity as a key driver of trust and development, PM Modi reaffirmed India’s support for projects like Chabahar Port and the International North-South Transport Corridor. He also called for greater cooperation in start-ups, innovation, youth empowerment, and shared heritage. To deepen cultural ties, he proposed the creation of a Civilizational Dialogue Forum under SCO.

On institutional reform, the Prime Minister welcomed SCO’s initiatives to tackle organized crime, drug trafficking, and cyber threats. He called for a similar reformist approach toward global institutions such as the United Nations, stressing the urgency of making them more representative and responsive.

PM Modi thanked Chinese President Xi Jinping for his hospitality and congratulated Kyrgyzstan for assuming the next presidency of the SCO. The summit concluded with the adoption of the Tianjin Declaration by all member countries.
