Patna, 9th July: The Special Intensive Revision (SIR) of electoral rolls in Bihar has reached nearly halfway mark within just 14 days of its launch, with officials optimistic about completing the enumeration exercise ahead of the July 25 deadline.
As of 6 PM on July 8, a total of 3,70,77,077 Enumeration Forms — which is 46.95% of the total estimated 7.90 crore electors in the state — have been collected, the Election Commission said. The SIR exercise began with instructions issued on June 24, 2025.
Massive Turnout and Momentum
In the last 24 hours alone, 82,78,617 forms were collected — accounting for 10.5% of the total, indicating a strong field response. With 17 more days remaining, officials believe the collection of the remaining forms will be achieved well ahead of schedule.
Over 97% of the printed forms (7.70 crore) have already been distributed, and 18.16% have been uploaded on the ECINET platform. A large number of prospective electors are submitting the forms along with eligibility documents as mandated.
Ground-Level Mobilisation
The revision drive is being powered by a robust network of 77,895 Booth Level Officers (BLOs), who have already completed their first visit to each household and are currently undertaking the second.
To further expedite the process, 20,603 additional BLOs have joined the efforts. Support is also being provided by nearly 4 lakh volunteers, including government staff, NCC cadets, and NSS members, to assist elderly, PwD, and vulnerable populations.
Active Political Participation
The participation of political parties has also ramped up, with 1,56,626 Booth Level Agents (BLAs) appointed so far — a jump from 1,38,680 at the beginning of the drive. Parties are encouraged to appoint more BLAs under Clause 25.2.1 of the Manual on Electoral Rolls.
Election officials, including 38 District Election Officers (DEOs), 963 AEROs, and the Chief Electoral Officer (CEO), are closely monitoring the campaign across all 243 Assembly Constituencies.
With the current pace and coordination, Bihar’s SIR form collection exercise is poised to conclude smoothly and ahead of schedule, ensuring timely updates to the state’s electoral rolls.
