New Delhi, 1st May. The Department of Administrative Reforms & Public Grievances (DARPG) and the Ministry of Public Administration, Government of Bangladesh, have agreed to renew their Memorandum of Understanding (MoU) for capacity building programs aimed at 1500 officers from 2025-2030.
The 4-member DARPG delegation’s visit to Bangladesh from April 28th to 30th, 2024, focused on discussions regarding this renewal and mid-career capacity building programs for Bangladesh Civil Servants.

During the visit, Shri. V. Srinivas, Secretary of DARPG, engaged in cordial and constructive discussions with senior officials of the Ministry of Public Administration, Bangladesh. The discussions centered around the renewal of the MoU between the National Centre for Good Governance (NCGG) and the Bangladesh Ministry of Public Administration for the period 2025-2030.
V. Srinivas also presented a memento to Shri Farhad Hussain, Minister for Public Administration, Government of Bangladesh, emphasizing the collaboration between NCGG and the Bangladesh Ministry of Public Administration since 2014. Under this partnership, 71 capacity building programs have been conducted, benefiting 2600 Bangladesh Civil Servants. The Bangladesh Government has expressed interest in renewing the MoU to continue these training programs for the next five years.
During the visit, Secretary DARPG held meetings with various officials, including the Hon’ble Minister of Public Administration, Senior Secretary of the Ministry of Public Administration, and other key figures. He also addressed participants of Law & Administration Courses at the Bangladesh Civil Services Administration Academy, focusing on “Institutionalization of SMART Governance to Enhance Public Service Delivery.”
Furthermore, discussions emphasized India’s commitment to collaborating with Bangladesh to fulfill the Vision Bangladesh@2041 and SMART Bangladesh through capacity building programs. The NCGG plans to incorporate suggestions from Bangladesh authorities to enhance collaboration and develop international best practices in governance.
The capacity building programs cover various aspects of governance, including project management, public procurement, blue economy, and food processing. Alumni of NCGG programs praised the initiatives for enhancing their cognitive abilities and proficiency as Civil Servants, underscoring the effectiveness of the mid-career programs.
