The Coal Controller’s Organization, which operates under the Ministry of Coal, has offices in Kolkata, Delhi, and field offices in Dhanbad, Ranchi, Bilaspur, Nagpur, Sambalpur, and Kothagudem. Its main role is to ensure fair production and commercial transactions of coal, including quality surveillance, in accordance with various statutes and rules.

In order to adapt to the current state of the coal sector and its reforms, the Ministry of Coal established a committee in November 2019. This committee, chaired by Sh. A.N.Sahay, former CMD of MCL and former Coal Controller, was tasked with reviewing the functions of the Coal Controller’s Office.

The committee proposed a restructuring of the organization to regulate commercial mining and increase domestic coal production to 1 billion tonnes without the need for imports. The Ministry of Finance (DOE) has now approved this restructuring, as of October 20, 2023.

The Ministry of Coal and the Coal Controller Organisation are currently in the process of approving recruitment rules for a total of 130 positions and filling these newly sanctioned posts.
