Karnataka, 20th May. There is anticipated to be a red corner notice in addition to an arrest warrant for JD(S) MP Prajwal Revanna, who is missing and is accused of rape and sexual harassment.
The special court for elected representatives gave permission to revoke Prajwal Revanna’s passport, although the matter of Prajwal’s whereabouts is still open.
According to information obtained, the Special Investigation Team (SIT) is currently putting together a thorough dossier to change the blue corner notice that was issued in Prajwal’s name to a red corner notice by the CBI, which would result in Prajwal’s passport being revoked.
It has come to light that the SIT has made several attempts and exchanged correspondence with the Center in an attempt to locate the missing MP, who is believed to be traveling with a European visa and was last sighted in Germany.
According to a senior Karnataka police officer with experience enforcing red corner notices across international boundaries, the SIT needs clearances for a few technological procedures. Since Prajwal is a fugitive and the SIT’s jurisdiction is mainly limited to Karnataka, they would need the assistance of the CBI and MHA to bring him back.
The officer, who wished to remain anonymous, stated, “The process is drawn out but can be accelerated depending on the urgency of the case.”
Interpol Notices: A Colorful Explanation
There are seven different sorts of Interpol notifications, which are color-coded according to severity and importance: Red, Yellow, Blue, Black, Green, Orange, and Purple notices. When a criminal’s whereabouts is discovered and they are sought for prosecution or to serve a sentence, a Red Notice is issued. Authorities can get details about the identity, whereabouts, and criminal activity of the Hassan MP, if they have left the country, thanks to a Blue Notice that is currently placed against their name.
Former Karnataka State Public Prosecutor (SPP) and senior Supreme Court lawyer BT Venkatesh offers commentary. He believes that since Indian investigative agencies have been tracking suspects, absconders, and wanted criminals for over ten years using sophisticated technology and algorithms, it is possible to track Prajwal’s locations as well.
“We can find out the airport he landed at, the phone number he has been using or the SIM card he bought in a foreign nation, information about the hotel he has booked into, and even the eateries and retail sales he has made. One can trace their surroundings up to six feet in the modern era thanks to technology, according to Venkatesh.
He added that the state police (in this case, Karnataka) might not have access to all information. The details obtained can only be safeguarded by the central government when a SIM card or new number is obtained using a diplomatic passport. “This could be why the state police have found it time-consuming to get information in tracing his movements,” he stated.
“A person surrenders their blue passport, which was issued to an Indian national, if they hold a diplomatic passport. The diplomatic passport may be revoked by the central government, in which case the holder will lose all privileges and turn into a regular citizen.
Following notification of this withdrawal, the state police will be able to submit a case against him in writing to the MHA and request that his passport be suspended. “After completing the process, they can request the issuance of a red corner notice,” the senior attorney stated.
Political Upheaval
The Hassan MP was last located in Munich, Germany, according to CMO authorities, and every attempt is being made to get him to India so that the inquiry can continue. A day after the first round of voting in Karnataka, where his constituency, Hassan, also cast its ballot, he departed the country using his diplomatic passport.
On April 30, Prajwal’s attorney requested that the MP appear before the SIT for seven days since “he was travelling abroad.” Since then, he hasn’t been in communication.
Since Prajwal, the MP, has been absconding since April 27, when asked Karnataka Minister Priyank Kharge why there has been a delay in bringing him to India. To which he said, “The central government really needs to step in.”
According to Kharge, the SIT is powerless because it lacks authority beyond the state. “They would need to ask for assistance or intervention from local Karnataka agencies in order to function or conduct investigations outside of that state. Therefore, without the central government’s assistance, how can we undertake any action that entails another foreign operation?

Kharge stated, “We are not asking for his citizenship to be revoked; rather, we are asking for the fundamental steps to be taken in order to return him to India.
Prajwal’s grandfather, former Prime Minister HD Deve Gowda, finally spoke out about the controversy in his family during this political maelstrom. Gowda declared that Prajwal would face consequences. The Karnataka Police detained HD Revanna, Prajwal’s father and a former politician, on May 4 on suspicion of kidnapping a woman who was purportedly one of Prajwal’s victims.
