Prayagraj, 3rd Feb. The Uttar Pradesh government has launched ‘Operation Eleven’, a special crowd management plan, to ensure smooth and safe movement of devotees during the Basant Panchami Amrit Snan at the Maha Kumbh 2025 on Monday. The initiative, taken under the strict instructions of Chief Minister Yogi Adityanath, aims to prevent overcrowding and maintain order at the Triveni ghats following the recent stampede on Mauni Amavasya, which resulted in 30 fatalities and 60 injuries.
Key Measures Under Operation Eleven:
- One-way traffic enforcement – Strict traffic diversions and dedicated pontoon bridge routes to manage crowd movement.
- Enhanced security at key locations – PAC units deployed on the New Yamuna Bridge and Shastri Bridge, along with mobile patrol squads.
- Traffic control at Tikarmafi Turn – CAPF unit stationed to divert traffic from Jhunsi for seamless pilgrim movement.
- Phaphamau and pontoon bridge monitoring – Motorcycle patrol squads and PAC personnel to regulate entry and exit points.
- Railway and bus station regulation – Jhunsi railway station and Prayag Junction reinforced with additional security and increased train frequency.
- Special bus operations – A temporary bus station at Saraswati Dwar for devotees traveling to Gorakhpur and Varanasi.
- Crowd control at major chaurahas – Police and PAC deployment at GT Jawahar, Harshvardhan Chauraha, and other strategic points.
- Emergency response readiness – 56 Quick Response Teams (QRTs), 15 motorcycle patrol squads, and cranes on standby for emergencies.
Security Reinforcements:
- Additional RAF & PAC units deployed at sensitive locations.
- Nine motorcycle patrol squads monitoring Andawa and Sahso Chauraha.
- Extra barricades and diversions to maintain smooth pilgrim movement.
The Maha Kumbh 2025, which began on January 13, will continue till February 26, with lakhs of devotees expected to participate in the sacred bathing rituals.
