Rajasthan Presents First ‘Green Budget’ with Focus on Jobs, Climate, and Infra

Rajasthan Deputy Chief Minister and Finance Minister Diya Kumari presented the second full budget of the Bhajan Lal government, marking it as the state’s first ‘green budget.’ The budget focuses on climate change adaptation, environmental sustainability, and biodiversity, alongside major announcements on employment, infrastructure, and economic growth.

In her 138-minute budget speech, Kumari outlined Rajasthan’s ambition to become a $350 billion economy by 2030. She projected estimated revenue receipts of ₹2,94,536.49 crore for 2025-26, while revenue expenditure is pegged at ₹3,25,545 crore. The fiscal deficit stands at ₹84,643 crore (4.25% of GSDP).

Key Highlights of Rajasthan’s Green Budget

Employment & Economic Growth

  • 1.25 lakh government jobs and 1.5 lakh private sector jobs announced.
  • Rajasthan Employment Policy 2025 to be introduced, focusing on youth employment.
  • Stamp duty discount of 0.5% for property worth up to ₹50 lakh when jointly purchased with a wife.

Infrastructure & Transportation

  • ₹250 crore allocated for Jaipur’s traffic system improvement.
  • 500 new buses to be inducted into Rajasthan Roadways.
  • ₹12,000 crore for metro expansion from Sitapura to Ambawadi and Vidyadhar Nagar.
  • ₹5,000 crore allocated for state highways, flyovers, and bridges.
  • Nine Greenfield Expressways to be developed with an investment of ₹60,000 crore.
  • New Aero City near Kota Airport and development of 29 airstrips announced.

Energy & Environment

  • 150 free electricity units per month for households installing solar plants.
  • Community solar plants for low-income families.
  • ₹250 crore allocated for the Green Aravalli Development Project.
  • 6,400 MW additional power production planned for 2025-26.
  • 50,000 new agricultural connections and 5 lakh domestic connections announced.

Water, Industry & Education

  • 20 lakh new household water connections to be provided.
  • Rajasthan Mineral Exploration Company and Center of Excellence for Mines & Minerals to be set up in Jaipur.
  • Petro Campus at the Institute of Mines in Udaipur and MVM University in Jodhpur announced.
  • 1,500 Atal Tinkering Labs to be introduced in schools.
  • New Sainik Schools for girls in Alwar, Bikaner, Jaipur, Jaisalmer, and Kota.

Tourism & Cybersecurity

  • Tribal tourism circuit and new toy park in Kota announced.
  • 18 new industrial areas to be developed.
  • ₹350 crore allocated for Sardar Patel Centre for Cyber Control and a cybercrime war room.

Public Welfare & Tax Reforms

  • PM Kisan Samman Nidhi scheme increased to ₹9,000 per year starting next year.
  • Stamp duty rebate extended to include daughter-in-law and granddaughter.

The budget aims to position Rajasthan as a key driver of India’s economic and green growth, focusing on sustainable development and employment generation.
